Introduction
DFS provides technical assistance for the implementation of the Hunan Forest Management and Carbon Sink Development Project (Hunan IV). Working closely with the Project Executing Agency and County Project Offices across seven counties in Hunan Province, the project supports the transition towards climate-smart and sustainable forest management.
The Project
The project aims to enhance carbon sequestration, improve forest ecosystem resilience, and strengthen institutional capacities for effective project implementation. During the initial phase, the focus is on establishing the technical, operational, and management foundations required for successful implementation. In the subsequent phase, sustainable forest management measures and carbon sink activities will be implemented to increase forest carbon storage while generating environmental, climate, biodiversity, and socio-economic benefits for local communities and the wider region.
Project Objectives
The project aims to increase the climate resilience and carbon storage capacity of forests in Hunan Province through the adoption of climate-smart and close-to-nature forest management approaches. By improving forest structure, biodiversity, and ecosystem functions, the project contributes to long-term climate change mitigation and adaptation while enhancing the sustainability and productivity of forest resources.
The project further supports the development of innovative forest carbon mechanisms and sustainable management models that create environmental and economic value for local communities and forest land users. Through strengthened institutional capacities, participatory planning processes, and improved management practices, Hunan IV seeks to establish a scalable framework for resilient forest landscapes that deliver lasting benefits for people, biodiversity, and the climate.
Our Contribution
- Provide technical assistance for project management, procurement processes, and monitoring and evaluation systems.
- Develop and implement social and environmental safeguards, including the Environmental and Social Management Framework (ESMF).
- Prepare technical guidelines and Forest Management Plans (FMPs) to support sustainable forest management practices.
- Strengthen capacities through training programmes for national, provincial, and local forestry experts.
- Support the implementation of climate-smart forest management measures and demonstration activities.
- Advise on the selection, monitoring, and operational readiness of carbon credit mechanisms and carbon trading systems.
- Strengthen institutional capacities, support project reporting, and promote EU visibility throughout project implementation.
